CD Neccesery?

So.. i wos looking for a decent mmo.. and i came across Warhammer Online... i tried to make an account... but.. half way it asked for a cd code or promotional code... and.. why is buying the cd neccesery? Why cant i download the client and register a credit card on it to become a paying account?
And its same for LOTRO.. why is a CD Neccesery? We pay double for it that way... first for the cd than to subscribe.. some people run out of money at a single payment for a game or a subscribition and run out of money for a whole month.
