What graphics card do you have? Some can struggle with snow, especially lower end cards so it can get switched off by the game. It could also be a case of needing update you drivers.

There is summat in the settings tab with an option of SNOW ON GROUND Yes/No
When I click on "yes" and apply the changes, it always hops back to "no" automatically which is proving a real pain in the neck with the stories that i want to create

New computers rarely come with latest drivers so it's always worth checking for updates, they can sometimes become corrupted too even if they are up to date, just needing a reinstall. Since you have an ATI card check with the ATI Drivers Page, the latest set are Catalys 8.2, I installed them myself last week. If in this instance it prove not to be the cause of your current problem, are you using any custom content? if so move you downloads folder out and reload the game to see if it works. If not it's also possible that there could be a corruption to the lot, have you checked if the same thing happens on neighbouring lots or in a different neighbourhood?

See Graphic Card Issues, it will show you how to run the Dxdiagnostic program to find out all the relevant information.

Since you say you've seen the snow on your lots already, you card should support the feature.
As for drivers, are you using Vista or XP, it will make a difference. If you visit the ATI Drivers Site, enter your operating system (it's on the first tab of the DxDiagnostic program), select Radeon in the second column and Radeon HD 2400 Series in the third column. Select the Go button to go the right drivers.
