Unfortunately not, the ability to explore the city is only possible on the Xbox 360 and PlayStation 3 versions of the game.

I thought that there would be free roam too in the wii version, I also thought that there would be other stuff in missions like they said but I guess EA likes to do false advertising...HEY everybody! You can go walk around the city and have fun! oh wait, sorry were screwing all you people who don't own a PS3 or 360!
It sucks that most companies do that... |

Companies don't do that! Companies can't do that! False advertising of a product is against the law.
The ability to 'free roam' was only ever 'advertised' as a feature of the PlayStation 3 and Xbox 360 versions of the game. Phenom
