Simcity societies deluxe app error

i just bought simcity societies deluxe and it won't run on my pc. I dont know if it even installed properly. Every time i try 2 play it a box comes up with a red cross saying that "The application failed to initialize properly (0xc0150004). Click Ok to terminate the application."
Its bloody annoying. My computer is a new Dell inspiron 545 that meets all the requirments. It runs Windows Vista Home Premium service pack 1, 32-bit OS. . It has an Intel Core 2 Duo CPU E7400 @ 2.80GHz. 4 gigs of RAM. 550 gig hard drive. 512mb ATI Radeon 4350HD. 16 speed DVD-ROM drive. Direct X 10. I've updated Windows but didn't help. Can some1 please help me.
