Yes, but there is not yet an enforced clause in place. I don't like using my own club as an example all the time, but our best English youth players make it into the first team. Danny Sturridge, Micah Richards, Nedum Onouha, Joe Hart was there briefly. I'm not having a go at your club, but suggest a better system for youth players that move to the higher echelons of football.

You can tell the newbies because they pick the mancs,barca or chelsea and just lob the ball up the park hoping to catch you on the counter
