think about this idea:

you get to run around the whole city, but to complete a mission you're specifically required to reach some location. so, for example, you complete mission 1, then decide to run around a little or visit the mall, you may do so. then, you get contacted by merc and he directs you to location X. while you approach the target, police starts to pick up your trail and tries to capture you. there might also be one way where they do not, but it could be more difficult to follow. once you reach your destination, a more linear indoor mission might follow. then you're back out again and can run around as much as you like, take on sidequests, and so on. besides runner's view, some kind of map might help you avoid getting lost.

much more work the game designers, but it would certainly please the rpg fans. i know many people hated final fantasy x-2, but i loved it's non-linearity. something along those lines would be awesome to me.

That would be good. She was a CPF and she knows how they are organised, their tactics and stuff. A great advanatage.

Default ME Free Roaming

Now i personally LOVE free roaming and i wouldnt mind if there was like...
People to like talk to and go past and everything Like Assassins Creed.
You do missions but you can also freeroam.

But no 3rd Person.

Maybe sandbox to make your own Maps and lines through the city.
So maybe like a Edit the city kind of thing.

Thanks.

PS: If that was made i would definetley buy it.

i voted yes on sandbox but it should have it limits for a multitude of reasons. one a large sandbox needs a LOT and I mean a LOT of work. and a small one make me personally feel trapt not much freedom to move (can you say ironic). but to much freedom can and will kill storyline a big no no so i think the developers should try and fined a way to strike a balance or at least separate the two. but to be honest it just want the next ME to come out or i mite explode.
