Can't Install Mass Effect on Vista x64

Hi,
I'm trying the past week to install the game on my Vista x64 system with Hebrew support (AMD 64 4400+ x2, GeForce 8800 GT, Creative SoundBlaster X-Fi Extreme gamer).
I've tried everything and I'm experiencing all the trouble mentioned in the US forum of the game.
My problems are as followed:

1. I experience the XML error "Switch from current encoding to specified encoding not supported. Line 1, Column 40 in inter XML settings." Every time I try to activate both the autorun, the configuration tool and the MassEffectLauncher.exe

2. Also I can't install using the setup.exe because it crushes right after I choose express\custom install in the setup wizard. In this case using the "setup.exe /logging" the install log file end without an error right after the install type section:

In the US forum there are instructions on manual installation procedure but I can't use that because of the XML error.
all so I dont use UAC & i've run it all in "run as administrator" option.

Please someone help me install this game.
