No they don't, this issue was raised by another member in the FIFA 10 forums, and judging by certain people who have inside knowledge of FIFA 10, they hinted on strongly that this wont be the fact in the next instalment, it was hinted that computers will use skill and play with a more Human Intelligence basis when it comes to this aspect.

I'm just wondering but how would the AI even know when to use a trick?

They would probably calculate the distance they are from opposing players then execute a trick depending on the players ability. i.e. ronaldo running down the wing with players in front of him and does multiple step-overs to beat the opponents.

I hope that is true, the AI in 09 is so boring and predictable. It's like lob through balls over the top or sprint past the high defensive line to score and hold X to deal with the CPU attacks.

Skill moves from the CPU are really needed to give matches that touch of class and unpredictibilty.
