ports forwarded, static IP address but still problems!

right ive forwarded all the ports and ive set a static IP address but still im having trouble connecting to players! is there anything else i can do or is it the other persons problem?

im slightly confused about this NAT type thing too, i dont know what that means. any help would be much appreciated.

ive done all that as said in my post but im still having issues.

is this because the person im trying to connect to hasnt done the same?

^ I did all that port forwarding stuff and then I couldn't access the internet other than via my PS3 so switched it back.
