create a team?

I’m wondering how long all there gameplay and custom team tactics took to create on this years version. They did have a year and they should have put it in the game and if they didn’t have enough programmers and artists they should have put more on the development team. If they go over there production budge it shouldn’t matter because the game make tons of money world wide.
