i'm not sure. I think there is 3 things that affect scouting good players:
Sponsor Salary
Scout Level
Other Staff level

Meanwhile i have found another for the list:

also i am annoyed because i have a youth academy player that was going up to 86 at season 6 but in season 7 it has ? for every season, same problem with a.jackson

A striker caleld Serevin looks very good.

Age 15 i think, in oyuth academy a lot in 1st season and by the age of 20 he is at 78

I'm Preston in the Championship and I got B. Yoon, who gets into the 90's I think..

So I think luck may play a part in it too, but the higher the scout level, the higher chance of finding these guys..

There is Picotti and Viccio From the front page and Theres also D. strambi who reaches 89.

I actually only had 24, Including loaned out players. But i fixed the problem by selling them and signing them again. Also, I have 2 more talents for the list, i will post them soon.

Yes some players can be found with a lower scout level. Like on 08 when i found rayner who got to 93 on my preston team with a level 7 scout lol

Found someone:

Called Cloutier, got him season 1 from France LWM. He is 68 and 18 in season 3 atm(goes up to 70 if played st, cm or RF)

Yes you could. If you are in season 3 you can still scout yoon, picotti etc

Ahhhh u got him too. On mine he hits 90 BUT i accidently boosted his crossing by 1 so i'm not sure what he reaches regularly.

I also have 2 more players nearly certain to reach 90. Once my season is over i will post them
