How to add South America? Here's the idea!
First, I would like to state that I am not in favor of taking out any of the leagues already in the game. I know these are important to the people that use them, and therefore it would not be nice to take them out; but for those that want some more South American leagues, why not satisfy at least some of the people in FIFA 2010?
Think under the plan: Give cheese to the mouse, and the mouse will be happy as long as the cheese is cheesy.
Option 1: Get a couple (or three, your choice; just as long as you get more than one) of licenses for South American leagues. If Argentina does not want to give in their license, then to the underworld with them! Argentina is not the only country with good football in South America. You still have plenty of other leagues to get a license from: Colombia, Uruguay, Peru, Ecuador, Bolivia, Venezuela, Chile, and Paraguay.
Argentina will eventually give in once they see other South American leagues. They'll eventually be pressured to do so as Argentineans will get angry that other South American leagues are in and theirs is not.
For those leagues that you cannot get, try to get the top 3 or top 2 MOST POPULAR teams from these countries. Then stick all of these into their own "league" (you pick the name of said league), or alternatively put them in the "Rest of the World" and let them play in a "Copa Libertadores" or "South American Cup" tournament along with the teams from Brazil, Mexico, and perhaps even the U.S.
Option 2: Simply get the top 2 or 3 MOST POPULAR teams from each South American country (Just like you have Boca and River for Argentina). Forget about the leagues.
