Lewis McGugan from Nottingham Forest is excellent. Especially if you're managing a team with a low budget. Never quite becomes a world class player but still a great buy.

? Iceland By 10th season is 88 and still grows steadily
1995 Matt Coe Peak

? England by 10th season is a 90 and probably still grows a little.

I do a lot of scouting and have a lot of players who are 15, 16, 17 and by 5 season they are around 86, who still probably grow ^.^. Literally, I have like 10 players that by 5 seasons will all be high 80's.

If your looking for a young growing CDM, look for Kinder, hes from Czech Republic. It's totally weird, hes not worth anything but I got him at the age of 15, and by 20 hes a 81, by 22 hes a 88, and thats all i got.

search for bender (both benders grow abt 88, play well on the wings aswell) and matuidi (grows 87 and can play on the wings) if you dont want to scout and wait. Or search europe for cdm in the 3rd season and the 6th season. check my previous post there are two cdm which grow almost 90.

I got him on my 5th season. at 23 hes a 89 and slows growly, he probably peaks at 90 or 91.

In any case, for a CDM thats in the game from the beginning, get Veloso, he's in one of the top portuguese teams, peaks at 91
