I like Empire, mainly because of their cool and totally different building style.

Rising Sun for me too, although I do like the Allies air power...

I like the empire for more than one reason, this is because they can build anywhere on the map and can be unpredictable, for example you could have their best defence deploy in your base or they could build a barracks instead if you don't defend well enough. They also build structures quicker than anyone else in ra3.

to be honest rising are the best all round, but who would you say are the best for units ??

if the rising sun loses their main base they could just have some reserve "buildings" and build anywhere on the map... so their best

I think empire as well because, as some have said, they can build anywhere so they could build a forward base behind yours without you noticing and they have some useful and cool adaptable units, but perhaps are lacking in air power but I think they make up for this with yurikp who almost instantly can pull planes to the ground smashing them to pieces. They are, however, not as strong as the soviets or allies in my opinion at the start of the game, but they have great advanced units (i.e. King Oni and Shogun Battleship).
