Unable to unlock "Ceramic Body Armor"

Ceramic Body Armor - Increases the amount of damage you can take. Unlocked at Rank 13

I can't unlock the body armor for some reason, and I'm already above rank 13.
Now it says it's only available for verterans.

Which one is true? Is it bugged?

Any help will be much appreciated.

I unlocked it a bit ago. The same thing has happend to me for the magnum shells and i am a vet so no ideas.

They don't unlock at the levels the game shows that they should unlock, it's a level or two later for the most part it seems.

I just found this link,

the armor actually unlocks at lvl 14.

I will see if I get one once I reach 14, then I post back, thanks for the help.
