If I remember right you always could go straight into a big squad with a huge budget. Only your manager's prestige level made it so only an exorbitant amount of money would bring players to your team until you actually won something. Maybe they can tweak it so that even if you're a new manager in the squad, simply being on a team like Manchester United will allow you to sign the big talents immediately.
