You know what? I think you might be onto something there! Try this hypothosis:
88.7 is, as you think, a runner/tracker. He lives in the shadows of the city and for the most of the time, keeps out of sight. Only a few of the elite runners/trackers know him, but he knows all the runners and trackers.
He's been watching from the shadows. He believes that Faith is too dangerous, dangerous to the runners, dangerous to him. She's provoked the police, after all. The police, project icarus and several renegade runners want the extinction of the Runners and November. Its because of Faith.
So he sends her a cryptic, coded message. She works it out (could be a location and a date, for example. She might think that it is celeste) and heads for the meeting place.
88.7 lures her into a trap, making out that he is Faiths friend, but he's told the police about the meeting, and they crash the party (without a tracker, how is she to know?) But they have Celeste, and although Faith is angry at Celeste, she can't let her die. Faith would try to help, but would probably get hurt herself and Celeste could get shot/killed before Faith escapes.
And then goes back on his trail to get Celeste/retribution. And now she's facing cops, pk units AND 88.7
What do you think? Its unlikely, but it would fit 'lies':

Who are you?, are you trying to get me killed? (She wouldnt know who he is, because she's not classed as elite. And yes, he probably wants her dead.)
Your name is a lie, your code was wrong, they found me, you led them to me. (in the 'accident', he does try and get her killed. He could continue to feed the police information.)
But I escaped, I always escape, it’s what I do, It’s all I do. (she's surviving, not living. Maybe she, like Celeste, will want a life someday)
