Thats the reason why SF is the most popular pack - it has a lot of new armies (Insurgents f.ex), it has new weapons(available as unlocks in vanilla too), it has new things like "Tear Gas", "Grappling Hook" and "Zip line", which are fun to use and makes the gameplay more interesting. I love using those things.

Good question and unfortunately one that I can't answer 100%.
However I believe it is due to the fact Euro Force and Armored Fury can be played in the same rotation as BF2 maps. So this means a server could have a mix of players with the booster packs and players without them. If you had one of the Euro Force weapons and someone without the booster packs was playing on the server then the way it has been done would mean odd effects/crashes for those without the extra content as the game wouldnt know what the model files were.
Why they weren't included in an update so every client had them as models, even if they can't use them, but so everyone could see them I am unsure but there were probably reasons for the decision.
