Wrong.
It actually is Wengers choice. Every since Arsene's 2nd year at the club he has had complete autonomy over transfers. Arsene elects not to spend money despite having an average of £38.5M available for spending over the last 5 years.
Arsenal's financial structure is set up so that player transfers are not part of the planned yearly budget. This summer when Arsene said they would be a selling club fot he next 10 years he made that comment based on his idea that he would rather use money on from selling players and the money made available to him to pay off debt rather than bring in more of it.
Among who I consider to be the most valuable clubs in England (Arsenal, Chelsea, Liverpool, Manchester United, Newcastle United, and Tottenham), Arsenal are third to Tottenham and Newcastle in terms of overall debt so we are in a sound financial situation and the money is there. We have not one, but two Billionaires that have stock in the club so if we were to ever start going under they would put up money to balance us because they would lose more money selling than they would bailing us out. However we will never come to that situation because of such a good financial plan in place for our future.
