I think you're asking a bit too much here. Just being able to save replays (from offline and online games) locally would be fine, as it's done in PES 2009 for example. There a replay goes back about 10-20 seconds of the goal scene, that should be fine. And you can save up to 50 replays on XBOX 360, also good.
For online games, it would be OK to save replays in the highlights after the game, but you should be able to watch the highlights again after the game by clicking on a menu point below "submit player review".
This is one thing that PES does better than Fifa.
