You have to try it for yourself, really. I played PES for many years (after switching from Fifa '04, I found that PES gameplay was far more enjoyable), but I got bored with the Master League (same every year) and only having six leagues to choose from. Now, after all the fixes have been applied, I think Fifa 09 is a better game in all areas other than the heading physics which still need a lot of work. However, online is 100% FUBAR.

Edit: Fifa 09 out of the box is far too easy, you need Legendary mode to get a good challenge. If you don't like having to use mods/fixes, then PES 09 is your man, otherwise I'd go for Fifa 09.
