There could be many reasons why this is happening...it could be where you live and which servers you connect to. There might be a few dodgy servers that are overloaded or something. I am sure EA know what the problem is and they are working on it.
I manage servers myself and if they go down we just work like mad to fix them and we don't let anyone know what the problem is because it doesn't look good. I would say they have a lot of servers and its not an easy problem to fix.
By the way net programming for games is really hard and fifa 08 was brilliant for it. Not sticking up for them but anyone has played PES will know what bad net code is like ( i refuse to play pes anymore because it is so bad online).
It would be nice if they came onto the forum and just let us know what is happening though.
