The problem is, i think, that they programmed this game for the PS2 and used some extra stuff to make it a 'new' pc version. It is not made by the same people that made FIFA09 for Xbox360 & Playstation 3.
So the cpu loads are much higher, because its not specifically made for pc configurations. Because of this, the game makes inefficient use of ur cpu.
Conclusion: It is very easy these days to play FIFA09 with the ng-graphics like on a PS3, but they didn't programmed it very well....
EDIT: The EA-guy is right, but it's like he saying that the pc is not fast enough. lala tho. It it because the inefficient programming.
