No it's a segmented EU release, Germany, France, Belgium, the Netherlands, Luxembourg, Switzerland, Austria, Finland and Australia get it on the forth the UK and indeed Denmark *officially* get it on the 5th. And the game does work, you just can't connect online, given that it's a singleplayer game and the online functionality is online to propagate user content I'd hardly say it doesn't work at worst I'd say it has diminished functionality. And given also that most of the user content will be giant phalluses I don't think you're missing out on a huge amount.
