Well actually it should and is, what ever is on TV for more than 5 days a week ( I think, something similair) is classed as a serial drama. That means skins isn't a soap since it's normally on once a week, not including repeats. Doctors is, but nobody like Doctors
It tends to only be retired old people who watch Doctors because it's on at 12:00 roughly and isn't repeated whereas, home and away and neighbors are.
