Yes is can be somewhat installed; but just not right. It is sort of like the files are corrupted. This is why you will need to uninstall and try again. When you uninstall and remove the files make sure that you first go to your EADM and see if the arrow is their saying asking if you want to install and that it is not grayed out.
I would also try what Splash-Damage has suggested before uninstalling. I believe that method worked for him unlike it did for me. When I tried that method it did not help me like it did him and others that tried it. So it is definitely worth a try. It may be better if it works for you because it saves you from having too uninstall and reinstall.
