No it isn't
There is already a semi-auto sniper so that already happens. You'd still have to pick your shots, just not so carefully that by the time you lined it up they have moved. I'm not claiming to be a brillaint sniper, but at the moment it makes a difficult class even harder (no prone, plus only have pistol at close range so takes a miracle to kill them)
