You need to knock down the Statue of Liberty to get to the burger. To knock down the Statue, you need to become Homer ball (fat Homer) and flatten the coin, which lowers the Statue's defences (the dancing girls) and allows you to Homer ball-boost into the Statue (aim for the cracks down its front). You need to repeat this until the Statue drops the burger
