As I recall, the complaint was about people 'noobtoobing' -- using it in close quarters combat. They added a time delay so that the GL's would bounce if they hit a solid object before that time. The delay fixed the problem, but they also reduced the damage and blast radius at teh same time.
IIRC the the blast area of a hand-held grenade is 300% bigger than the assault kits gl.
