I played the original Sims but I never noticed them, I've never really liked playing as pre-made families in pre-made houses though: the house designing bit is part of the fun for me.

Its on the neighbourhood selection screen as one of the objects you can place. If you put a balloon object down and then go back to live mode you can see it flying around over the neighbourhood. Zoom in close enough and theres a blurry woman in the balloon: its not very exciting though. Especially if the name
