The console button toggles between 3 chat log modes.
Default: The chat appears at the top left with no background, 4 lines iirc. It will act like the current chat log.
Hit the console key: a permanent 4 line chat with background.
Hit it again: a large 3/4-screen chat log appears. You can see through it and you can play through it with no problem.
