No you don't have to use those teams.
In Fifa09 I played in every stadium with a team that plays a home game there. This make playing for that achievement, if you want to attempt it that way, a bit less boring than just using the same teams all the time and changing the stadium.
This can also be used as a checklist that you can easily print off.
