That's because you don't adjust the height of the building by control + dragging it, then it will move vertically.
Also try dragging the sphere above the building.
Also, the terraforming tools can be more or less powerful, depending on how much you drag in the arrows. The up arrow increases the strength of the tool, while the horizontal arrow increases the radius (or decreases ofc).
